The Chancellery of the Russian True Orthodox Church receives more and more requests from ROCOR clergy in regards to receiving an explanation of what needs to be done if anybody from the clergy has the desire to be accepted under the omophorion of the Russian True Orthodox Church.
For clarification, the Chancellery of the Synod of Bishops provides the following: for those who have the desire to regulate their canonical status and be accepted under the omophorion of the RTOC (before reestablishment of the lawful hierarchy of the Russian Orthodox Church Outside of Russia), it is necessary to forward a written petition to the name of the Chairman of the Synod, His Eminence Archbishop of Omsk and Siberia Tikhon. The petition shall include an autobiography, consecration and ecclesiastical award decrees. The Chairman of the Synod will forward the documents to the Synod for approval.
The Synod of the RTOC is mindful of the fact that the union with the MP is nothing more than the joining of the New York Synod to the Moscow Patriarchy. Re-approachment of the hierarchs, clergy and flock of the Russian Orthodox Outside of Russia with the MP, will be their final falling away, and they will become part of the Sergianistic ecumenical schism known as the Moscow Patriarchy even if they will join the MP as an autonomous part. From a church-canonical law point of view, the ROCOR(MP) created by Metropolitan Laurus and his Synod will be a new structure having nothing in common with the historical Russian Orthodox Church Outside of Russia and its glorious spiritual heritage, even though some representatives of the former ROCOR will be part of the new structure.
At the same time the Synod of RTOC considers that despite the evident falling away of some of the ROCOR(L) bishops into the schism, it is not right to say that this is the final collapse and disappearance of the Russian Orthodox Church Outside of Russia since there are wholesome church strengths in the persona of commendable clergy and numerous Orthodox congregations keeping to the faithful confessional course of the Russian Orthodox Church Outside of Russia. In recent times, such priests have addressed to the Synod of Bishops with the request to be accepted under the omophorion of the RTOC. Thus, ROCOR parishes in the USA, Canada, Western Europe and Australia have been temporarily and permanently accepted under the omophorion of the RTOC.
The intent of the Synod of Bishops is not to create its own RTOC structures abroad but to provide canonical arrangements to help the ROCOR in reestablishing its canonical episcopate independent of the Synod of Bishops, i.e. rebirth of the true ROCOR which will be in prayerful and eucharistic communion with the Russian True Orthodox Church in Russia. The Synod of the RTOC, confirmed by its decision from 11/24 November 2006, that these parishes with the clergy and flock «have not moved into a different diocese but are situated in the same former ROCOR dioceses, having not moved away from ROCOR but away from the new ecclesiology of the bishops of the Church Abroad». Therefore, as the RTOC Synod decreed «our vision of the prospective way to the reestablishment of the Church Administration Abroad is the following: we are not creating our own structures abroad, our common goal with clergy abroad is to keep the canonical ROCOR, to help our Sister Church Abroad in this difficult period of Her life. Therefore it is necessary to keep all of the dioceses approved by former ROCOR councils». «The Russian Church will consist of two equal parts – RTOC and ROCOR, having different Church administrations but common Eucharistic communion and spiritual unity, as it was during the life of Saint Metropolitan Peter of Krutitsk and as desired and blessed by the legitimate First Hierarch Metropolitan Vitaly».
Prior to the establishment of the church administration of the parishes abroad, those parishes abroad temporarily under the omophorion of the RTOC, are under direct subordination to Chairman of the RTOC Synod and Synod of Bishops of the Russian True Orthodox Church.
The bishops of the Russian True Orthodox Church are making an appeal to the ROCOR clergy and flock not to leave the Church Abroad in search of canonical shelter in different Greek jurisdictions but to preserve the canonicity and traditions of the Local Russian Church having had Her own autocephaly over several centuries, to continue the feat, “Russian feat”, started by their fathers. This feat, which the Russian Church Outside of Russia has carried all these years in foreign and often hostile environments. Therefore, the bishops of the RTOC are appealling to the clergy and flock of ROCOR including to those not of Russian origin, not to leave their Mother – The Russian Orthodox Church which provided them Holy Baptism and continuous spiritual nourishment.
